Effective 1 January 2025, Hungary introduced new employment regulations for third-country nationals.
These regulations require a residence permit for employment or guest worker purposes. They apply to nationals from countries with readmission agreements (currently only Georgia and Armenia). Countries without such agreements can still employ their nationals if an organization in Hungary ensures compliance and the return of nationals who fail to comply. The decree sets a maximum of 35,000 permits for 2025. This quota includes both types of residence permits. The regulations aim to address labor shortages.
