Portugal: Replacement of the Foreigners and Borders Service

  • Portugal replaced the Foreigners and Borders Service on 29 October 2023 with the Institute of Registries and Notaries  

Overview  

The government of Portugal replaced the Foreigners and Borders Service (SEF) on 29 October 2023 with the Institute of Registries and Notaries (IRN). The IRN will be responsible for the issuance of the following document types: 

  • Portuguese Electronic Passports (PEPs) 
  • Temporary passports, special passports and passports for foreign nationals 
  • Review and issue applications for residence permit renewals. This service will only initially be available by prior appointment.  

What are the Changes?  

The government of Portugal officially replaced SEF with IRN on 29 October 2023. The government originally announced plans for this transition in March 2023.
