Saudi Arabia Introduces New Saudization Rates

  • Saudi Arabia introduced new Saudization rates across a number of sectors, including pharmacy, dentistry, accounting and more  

Saudization Rates for 2025

Saudi Arabia introduced new Saudization rates for 269 professions across various sectors on 22 January 2025. As a result, the following levels apply:  

  • Pharmacy: Starting 23 July 2025, Saudization rates will be 35% in community pharmacies, 65% in hospital pharmacies and 55% in other pharmacy sectors. This applies to establishments with five or more workers in pharmacy-related professions. 
  • Dentistry: The Saudization rate will increase in two phases: 45% starting 23 July 2025 and 55% a year later. This applies to establishments with three or more workers in dentistry. The minimum salary for dentists in the Saudization quota is now SAR 9,000. 
  • Accounting: The Saudization rate will gradually increase from 40% to 70% over five years, starting 22 October 2025. This applies to establishments with five or more accountants. 
  • Technical Engineering: The Saudization rate will be raised to 30% effective 23 July 2025. This applies to private sector establishments with five or more workers in technical engineering professions. 

HRSD published guidelines detailing these decisions, including calculating Saudization rates and penalties for non-compliance. These efforts align with Saudi Vision 2030 and the National Labor Market Strategy to support national talent and enhance job opportunities.
