Slovenia: New Immigration Measures 

Key Points 

• Slovenian government amends immigration law for faster recruitment of foreign national employees 

Overview  

The government of Slovenia introduced amendments to its self-employer and immigration law with the intent of simplifying immigration procedures. The following changes will take place as a result:  

• The Employment Service of Slovenia (ESS) will grant approval for single permit holders in the private sector to change employers, jobs, or work for multiple employers. 
• Eligible asylum seekers can exercise their right to free access to the Slovenian labor market after three months of being granted asylum seeker status, as opposed to the current requirement of nine months stated in the Law on Employment, Self-employment and Work of Foreigners. 

The government also introduced new measures aimed at protecting posted workers; 

• regulate the issuance of A1 certificates for employees and self-employed individuals working in at least two EU member states.  
• Establish an electronic record-keeping system.

Measures under the act go into effect on 1 January 2024.  

What are the Changes? 

The Slovenian government amended its immigration law to expedite the recruitment process of foreign national employees. The government also introduced a new act that will ensure equal treatment of posted workers, establish safeguards against labor law violations, and enable effective monitoring of compliance with transnational service provision rules.
